Все должно работать как положено, не вижу причин неисправности. Если код в мониторе порта есть и он не искажается, то скетч должен работать правильно.

все брат исправиль работаеть нормально сделай функцию как TDA7313 выход управление блютуз и когда при сбоя сети стало режиме STANDBY

Standby сделал, про блютуз уточните - сделать выход 5В микроконтроллера для подачи питания на блютуз при активации одного их входов?

Сохранение параметров происходит через 10 секунд после неактивности органов управления. Опишите подробней проблему, может я что не замечаю.
